A small section of Chicago will be reserved for players to roam around, gaining access for up to 8 people to explore the town. That means you really don’t have much of a rule set to work around. The only one you can make is whether to fire at standard or threatening civilians. Ubisoft wants to grant players the opportunity to have fun and see what scenarios they came come up with. No missions or modes—you pretty much have a section of Chicago to yourself.
